After Aaron casts lots for the two goats, one for the LORD and the other for the scapegoat (note: Literally the other to Azazel; similarly twice in verse 10 and once in verse 26),
וְנָתַ֧ן אַהֲרֹ֛ן עַל־ שְׁנֵ֥י הַשְּׂעִירִ֖ם גּוֹרָל֑וֹת גּוֹרָ֤ל אֶחָד֙ לַיהוָ֔ה וְגוֹרָ֥ל אֶחָ֖ד לַעֲזָאזֵֽל׃
