O Ephraim, what shall I do unto thee? O Judah, what shall I do unto thee? for your goodness (note: Or, mercy, or, kindness) is as a morning cloud, and as the early dew it goeth away.
What shall I do with you, O Ephraim (note: That is, the northern kingdom of Israel; also in verse 10)? What shall I do with you, O Judah? For your loyalty is like a morning mist, like the early dew that vanishes.
