There is an evil I have seen under the sun—an error that proceeds from the ruler:
יֵ֣שׁ רָעָ֔ה רָאִ֖יתִי תַּ֣חַת הַשָּׁ֑מֶשׁ כִּשְׁגָגָ֕ה שֶׁיֹּצָ֖א מִלִּפְנֵ֥י הַשַּׁלִּֽיט׃
