εἴτε ἡγεμόσιν, ὡς δι᾽ αὐτοῦ πεμπομένοις εἰς ἐκδίκησιν [μὲν] κακοποιῶν, ἔπαινον δὲ ἀγαθοποιῶν·
or to governors as those sent by him to punish those who do wrong and to praise those who do right.
