εἴτε ἡγεμόσιν ὡς διʼ αὐτοῦ πεμπομένοις, εἰς ἐκδίκησιν κακοποιῶν, ἔπαινον δὲ ἀγαθοποιῶν.
or to governors as those sent by him to punish those who do wrong and to praise those who do right.
